Freshman Rep. Michael Grimm has environmentalists burning mad over his sneaky work to gut a federal law that would improve the energy efficiency of household light bulbs.

Grimm (R–Bay Ridge) backed a GOP-led effort to repeal a 2007 bill backed by then-President Bush that would have effectively banned the standard 100-watt incandescent light bulb by 2014 — an effort to improve the energy efficiency of America’s wasteful lighting.

When Grimm and his GOP colleagues failed in their attempt to outright repeal the 2007 law on July 12, the GOP inserted language into an Energy Department appropriations bill that prohibited federal dollars from being used to enforce or promote the so-called Energy Independence and Security Act of 2007.

“The government has grown way too big, but when it starts limiting our choice in light bulbs, you’ve got to be kidding me!” he added.

Environmentalists are certainly not laughing. Incandescent bulbs are a century-old technology that has been the standard light since Thomas Edison invented them. Each bulb wastes 90 percent of the energy it takes in as heat, not light.

By comparison, compact fluorescent bulbs use 20 to 33 percent less energy. Lighting accounts for nearly 10 percent of America’s energy use, and government estimates suggest that consumers would save $6 billion in energy costs by 2015 if they convert to efficient bulbs.

But there’s more to the issue than dollars and sense, environmentalists say.

“This is a public-health issue,” said Elena Craft, a scientist with the Environmental Defense Fund. “These [energy-efficiency mandates] are in the best interest of public health, just like seat belt laws and other laws designed to protect the public. Most of the energy used to power the country come from coal-fired power plants which can be very harmful to our environment, so if this nation adopts policies that require more energy-efficient light bulbs to be used, it’s doing it in the public’s interest.”

Not all Republicans are siding with Grimm, either.

President Bush signed the bill into law, an echo of an effort begun under President Reagan, who created the first appliance efficiency standards in the 1980s.

“This whole notion that efficiency standards are an assault on personal freedom just doesn’t hold water,” said Jim DiPeso, policy director for Republicans for Environmental Protection. “They’re grasping at straws.”

Yet it’s in lockstep with Grimm’s feeling about government oversight on free enterprise. He says that the law would force Americans to spend more for an everyday necessity: the average energy-efficient bulbs costs about $3 while incandescent ones cost about 35 cents apiece.

“In this economy, mandating that consumers buy expensive light bulbs is absurd,” he said. “We all want to move towards energy efficient options, but it shouldn’t be through a mandate that breaks the backs of America’s hard-working taxpayers.”

It depends on one’s definition of back-breaking. Fluorescent bulbs are three to 10 times more expensive than standard bulbs, but their lifespan is far longer. U.S. News and World Report once reported that investing $90 in to replace 30 incandescent bulbs with fluorescent ones would save $440 to $1,500 over the five-year life of the bulbs — a 12-percent savings.

“I don’t get Grimm’s position,” said Brian Wennersten, a green building consultant. “Even the descendants of Thomas Edison are behind [energy-efficient bulbs]. I don’t understand why Grimm wouldn’t be, too.”

With power bills going ever upwards Gippslanders are thinking laterally in search of solutions. Carolyn Crossley from the Cowwarr Art Gallery has introduced LED lighting and is confident it will cut her power bill by 90 per cent.
With lighting being the major cost to the gallery's budget each year Carolyn began looking for a lighting system that was more cost effective more than a year ago.

With the help of both a local electrician and a lighting consultant, she has recently installed a $5,000 LED lighting system which both showcases the art works on display and also promises significant reductions in the gallery's power bill.

Carolyn believes the future of lighting will be vastly different to what we currently have on offer with new 'greener' lighting systems becoming available.

CEO of Lighting Council Australia, Bryan Douglas says that while LED lights are an addition to the market place, consumers should do their research before investing in the technology.

"LED's will permeate just about every feature, every lighting application including at the domestic level but the technology is still maturing, costs are still quite high but perhaps they're not quite ready yet for domestic applications."

While urging caution Mr Douglas says that a home owner determined to make the change to LED should follow some simple guidelines.

"There are good products available that will replace the down lights but it's a case of buyer beware. I'd recommend that your listeners only buy reputable product...my organisation has developed a certification program, in the absence of... (international) standards. You can look for a label with Lighting Council Australia. We're a not for profit organisation. We do not promote one brand over another... We see test reports on the products before we issue that label."

Crystal has supplied unique fixtures, which combine the LED lights and water nozzle into a single component, to the water feature at the entrance to Ferrari World on Yas Island, Abu Dhabi.
Aquatic Design & Engineering, an aquatic architecture firm, supported by water-feature specialist Crystal, has created one of the world's largest customized water features at the Yas Island Welcome Pavilion in Abu Dhabi.

The water feature covers 8268 m2 and makes extensive use of LED ring-lights manufactured by Crystal. Unlike the previous generation of submersible LED lights, these ring lights have a number of LED light sources in a circle around a central opening that contains the water jet.

The water feature serves as the gateway to Ferrari World, billed as “the biggest covered entertainment city on the planet.” The choreographed dancing fountain is located in pools on either side of the entrance.

Yas Island in Abu Dhabi is also home to the iconic Yas Hotel which sits astride the Grand Prix circuit, and which is illuminated with an exterior LED mesh supplied by Cooper Lighting and Enfis, and controlled by a system from e:cue lighting control.

Outside Ferrari World, thousands of LED lights and nozzles (2,100 Crystal LED lights, 750 nozzles and 91 custom Crystal CheoreoSwitches) were installed in geometric patterns symbolizing a racetrack to create unique choreographed sequences of water and light.

The water feature has a calm, passive daytime mode, utilizing only 10% of power. Throughout the evening, the fountain builds every 30 minutes, dazzling visitors when every light and nozzle is running. In addition, the fountain can be reprogrammed at any time to produce customized sequences of water and light.

At the center of the display are a number of LED ring lights manufactured by Crystal. By combining the light sources and the water-jet nozzle into one fixture, the ring lights provide increased space and flexibility for the water-feature design. They also allow the water jet to be uniformly illuminated from all sides, up to a height of 40 feet. The 2.25-inch diameter center hole accommodates many types of nozzle, and the stainless-steel construction is extremely durable.

Crystal first introduced submersible LED lights for water features just over five years ago, and has since then worked to make the product increasingly flexible and the illumination ever more powerful.

The 12V, 30W fixtures contain 6 groups of LEDs, with one red, one green and one blue LED in each group for a total of 18 LEDs. According to Crystal’s George Ayer, the version in the picture uses Nichia LEDs, but the company is in the process of switching over to Luxeon LEDs from Philips.

Several styles of optics are available, ranging from spot to wide flood, and also including elliptical for special orders. “These allow the light to be shaped appropriately for the needs of the water effect,” says Ayer. “Typically we will use a narrow (12-degree) spot for vertical jets, a wide flood for broad foamy effects, and ellipticals for wall washing.”

The flow of water through the center of the LED ring-light “helps a great deal” with thermal management, says Ayer. “That said, our Ring Light products are listed to be able to maintain their temperature when operated dry, with no water.” Not surprisingly, the fixtures are IP68 rated.

With the use of an external DMX controller, the LED 160 series lights can be dimmed or turned on/off individually to create dynamic animated light sequences. The LED driver and control device are built onto the LED board, as opposed to the control panel, which allows “unlimited” programming flexibility. The LED lights operate as part of an overall system that requires power, data and DMX controller, with Crystal’s LEDQUE1 DMX controller operating the entire range of Crystal’s LED lights.

The LEDQUE1 is a compact device that stores and plays pre-programmed light shows. It includes a removable 256Mb SD card for data storage and two DMX ports that can control two full DMX512 universes for a total of 340 individually-addressed LED lights.

Safe Haven Self Storage announced today that it has selected Xeleum Lighting, LLC to convert its storage facilities to LED based lighting. The initial conversion from the existing fluorescent and incandescent system will begin during the third quarter of 2011 at its 70,000 square foot facility in Mt. Kisco, N.Y.

Kristian Pariseau, Safe Haven Director of Operations stated, “Once we saw the energy audit and ROI analysis, the decision to proceed with the conversion was obvious. Our LED lighting investment is repaid in energy savings in less than two years and, thereafter, the cost for lighting on our monthly electric bill is reduced by over 80%. And because of the very long life of LED lights, we also anticipate substantial cost savings from our not having to purchase and install replacement lights anywhere near as often as in the past.”

Mehrdad Ghalebi, Xeleum President, stated, “We are thrilled to have been selected by Safe Haven to convert their lighting to LED.” He continued, “Safe Haven, along with numerous other commercial and industrial heavy electricity users, is undertaking this conversion because the energy cost to operate LED lighting is far less than that of conventional lighting. They exhibit extremely long maintenance free operating life and can reduce electric lighting bills by 50% to 85%, depending upon the specific light types, electric rates and hours per day of usage.
